Last part of the Chinese foot to caution any steamers that may enquire for cooperation with our naval force, and instructions to that effect have already been forwarded to the High Authorities of the Maritime Provinces and the Minister Superintendent of Trade. It has also been agreed that a Chinese officer responsible shall be placed on board each foreign steamer employed, and if possible, an Interpreter to facilitate communication with Admiral Seymour.
I trust this may be the beginning of a more continuous and systematic effort on the part of their Authorities, to suppress piracy and perform the police off their seas.
